Progress on the Westview Waterfront
The simplest way to describe the overall project that is the new Westview Waterfront development is to say:
"It welcomes people arriving in Powell River in a much more positive way!"
Our waterfront improvement projects have all been progressing very well and changes are now much more visible. Each project is coming together very well — challenges have been met and we will soon be seeing the rebirth of our central Westview waterfront.
In the North Harbour, new floats are going in, along with the infrastructure to support boaters; the South Harbour now has its extended breakwater. It will also see added floats and infrastructure soon.
The wharf/infill area is home to the new Spirit Square and progress is well established for the remaining parts of the wharf development.

North Harbour Boat Launch
The City of Powell River has commenced construction of the North Harbour Reconfiguration project and advises that:
- Construction will be ongoing until June 2011.
- The boat launch will remain open for the duration of construction; however, there may be times of closure for safety issues.

We are seeing progress on the various parts of the Westview Waterfront projects. In summary:
Seawalk
- Two-hour parking has been established at the north entrance.
- Construction of a gateway to the Seawalk is temporarily delayed until the barge terminal can be relocated and the overall development planned.
- Habitat compensation is to be included in 2011 capital budget considerations.
North Harbour Reconfiguration
- Float manufacturing is under way by Bellingham Marine.
- Civil works tender issued. All bids were over budget and thus were all rejected.
- Staff are negotiating with the bidders to bring the project in on budget.
- We have received approval of a Disposal at Sea permit
South Harbour Expansion
- Detailed design is now complete
- CEAA complete and pending approval
- This project will be tendered during September/October
Wharf at Westview Development
- Tanker Wharf repairs have been completed by Mountain Marine Transportation
- Imperial Oil fuel lines have been removed
- A construction contract has been awarded to BA Blacktop to commence immediately, until March 2011

Re: Reconfiguration of North Harbour
The North Harbour reconfiguration project is ready to get underway with the civil tendering phases almost complete. The construction phase of the project is scheduled to commence this fall with completion set for the Spring of 2011.
In order to facilitate the construction, all boat owners will be required to remove their vessels from the North Harbour by 01 October 2010. The City of Powell River will then issue cheques to boat owners refunding the moorage for the last three months of 2010.
The City of Powell River has queried nearby storage facilities and marinas to determine where temporary accommodation may be available. For your convenience, a list of potential locations as well as local boat haulers has been included with this letter. Please be advised that the moorage available in the South Harbour is limited and will be restricted to existing live-aboards, commercial and wooden vessels only.
It is anticipated that construction will be completed by 31 May 2011; however, current North Harbour boat owners will be advised in writing of the exact date vessels will be accepted into the new facility. In order for current contract holders to reserve a berth in the new facility, it is expected that the moorage for 2011 will be paid within one month of the reopening date. In addition, payment is required prior to moving the vessel into the Harbour.
Details on berth assignment will be forwarded to boat owners in the next few months. Owners will have an opportunity to provide preferred berth locations. Assignment will be based in part on vessel dimensions, berth preference and moorage contract seniority.
During the construction phase of the project the City of Powell River will endeavour to keep the North Harbour boat launch operational, although minor closures may be required.
